How to talk sex with your teen?

I think that I caught my 13 yr old (wackin the pud) if you know what I mean. So my question is...Should I as his mother talk to him about this and let him know that its normal and give him the safe sex talk , or would it be better coming from his dad?I am very close to him and his dad is not his blood father ,he adopted him 2 years ago. You would never know by being around them.They are very close. I know my son understands sex , But at 13 do you understand or do you just think that you do. I just want to make sure that he does not go down the same road that I did ....taking care a kid in your teens is a hard path..

well i have a very young daughter, and i know that one thing i'm gonna due is give a book of stds, it worked for me, i saw that stuff in school, and it scared me for life.
